This Agreement, known as the 'Five Freedoms' Agreement, requires parties to grant to each other, in respect of scheduled air services, the privileges recognised in the International Air Services Transit Agreement, 1944 (m1944/09), and three further freedoms concerning the taking on and putting down of passengers, mail and cargo. In view of the limited number of acceptances and the withdrawal of certain states, it has not been of great significance, and it has been necessary to deal with such matters by a network of bilateral and other agreements.
