The Convention was concluded by the Diplomatic Conference on an International Total Ban on Anti-Personnel Land Mines at Oslo on 18 September 1997. In Article 1 it bans the use, development, production, acquisition, stockpiling, retention, and transfer of Anti-Personnel Mines (APMs) with an exemption in Article 3 for the retention or transfer of a number of APMs for the development of and training in mine detection, mine clearance, or mine destruction techniques. Article 4 obliges State parties to destroy all stockpiles of APMs, except as provided for in Article 3. The Convention prohibits absolutely all other use, development, production, acquisition, stockpiling, retention and transfer, whether direct or indirect, and prohibits also any assistance or encouragement to a State Party engaging in such prohibited activities.
