It is identical to the Amendment approved by the 19th assembly of parties at Margarita Island, Venezuela, on October 26, 1994, which failed to enter into force because the minimum of 90 ratifications, acceptances or approvals by parties was not reached within the time period determined in accordance with the agreement.
