Ratifying states to Convention No 29 undertake to abolish the use of compulsory labour in all its forms. The Convention defines forced or compulsory albour as any work exacted udner the threat of any penalty and for which a person has not offered him or herself voluntarily. Specific exceptions are made for compulsory military service; normal civic obligations including minor community service; penal albour exacted following a conviction in a court of law and performed under the supervision and control of a public authority (not work for private individuals or bodies); work exacted in emergencies; and work demanded by law or custom in countries where food production is organised on a communal basis.
