Since the Forced Labour Convention was adopted, much has changed globally and the Protocol reflects the changes we have seen in both the context and forms of forced labour. The Protocol retains the basic definition of forced labour as laid out in the Forced Labour Convention. However, it goes further to provide a strategic framework for the eradication of forced labour, explicitly recognising trafficking for forced labour, and the increased number of workers who are in forced labour in the private economy.  The Protocol requires ratifying States to prevent forced labour, protect those subjected to forced labour and to provide those subjected to forced labour with access to remedies, specifically through national policy and a plan of action on forced or compulsory labour.

 New Zealand has legislative and policy instruments in place to prevent these practices and protect the victims of exploitation, forced labour and trafficking.  These are broadly consistent with the requirements of the Protocol.   

 

New Zealand ratifed the Forced Labour Protocol on 13 December 2019. The Forced Labour Protocol will enter into force for New Zealand on 13 December 2020.
